David C. Roberts

David Roberts has over 40 years of engineering and operations experience. He started his engineering career at Motorola in 1984. In 1993, he was a founding member of a start-up wireless company where he helped lead the company to become a $300M+ publicly traded entity managing engineering, IT, HR, marketing, and sales organizations. After a brief retirement in 2004, he was the business manager for Landmark Christian School and then moved on to another start-up venture providing rural wireless internet service.
He joined IS4S in 2017 as deputy project manager for the Next Generation Area Attack Weapon (NGAAW) effort and later moved to a corporate role in 2019. He currently serves as our executive vice president of finance and operations based out of Auburn, Alabama.
David also serves on an employee stock ownership plan (ESOP) board for a large southeastern-based site development company.
Gary A. Williams

Gary A. Williams has been with IS4S for over seven years and is a recognized contracting expert and retired USAF civil servant after serving 33 years as a contracting officer and senior level acquisition advisor.
During his federal career, Gary was a contracting officer and senior leader responsible for most of the air delivered armament systems in the inventory today, including Advanced Medium-Range Air-to-Air Missile (AMRAAM), Joint Direct Attack Munition (JDAM), Joint Air-to-Surface Stand-Off Missile (JASSM), SDB-1, and SDB-2. He served at Robins Air Force Base (AFB), Patrick AFB, Eglin AFB, and his final assignment was as a senior advisor to Assistant Secretary of the Air Force for Acquisition (SAF/AQC) and the Air Force Rapid Capabilities Office (RCO) where he supported the classified acquisition portfolio across the Air Force.
Gary leads a team of contract and subcontract professionals, and the team has matured the IS4S purchasing system, resulting in Defense Contract Management Agency (DCMA) approval of the IS4S purchasing system in January 2024. This group ensures excellence in contracting, while supporting the process speed for which IS4S is known.
Wendy Bustios

Wendy Bustios has over 21 years of experience working with both government and commercial sectors. Her journey began at a local CPA firm where she worked with a variety of clientele, including IS4S, and cemented her role as an asset to the IS4S team. Wendy’s knowledge includes Federal Acquisition Regulation (FAR), Defense Contract Audit Agency (DCAA), incurred cost submissions, compliance, financial statement preparation, cost accounting system set up and reviews, and policy and procedure preparation.
Wendy serves as a trusted advisor to senior managers. Her expert management of payroll, accounts payable, and various taxes, such as payroll, corporate, and use, is indispensable to corporate leadership. Wendy ensures IS4S is always prepared for various audits, including 401K, worker’s compensation, DCAA accounting system, voucher, and incurred cost submission. In addition, her knowledge in identifying filing and registration requirements for IS4S’s multi-state operations help minimize state tax liabilities.
Wendy currently serves as a vice president of operations and oversees the accounting department.
