Our office in Niceville, Florida is accessibly positioned near Eglin Air Force Base (AFB) to meet our customer’s needs. We have built an exceptional team to execute the programs we fulfill, with expertise in avionics, position, navigation, and timing (PNT) systems, and open systems architectures with an emphasis in the communication and navigation across weapons, aircraft, and other platforms.
The foundation for the work we do is service: serving the warfighter, serving Eglin AFB, and serving veterans and the growing STEM community in Niceville. On Fridays we wear red to Remember Everyone Deployed, and it’s an outward demonstration of the deep obligation we feel to provide the best capability to the warfighters so they can complete the mission and return home.

Executive Vice President

Gary A. Williams has been with IS4S for over seven years and is a recognized contracting expert and retired USAF civil servant after serving 33 years as a contracting officer and senior level acquisition advisor.
During his federal career, Gary was a contracting officer and senior leader responsible for most of the air delivered armament systems in the inventory today, including Advanced Medium-Range Air-to-Air Missile (AMRAAM), Joint Direct Attack Munition (JDAM), Joint Air-to-Surface Stand-Off Missile (JASSM), SDB-1, and SDB-2. He served at Robins Air Force Base (AFB), Patrick AFB, Eglin AFB, and his final assignment was as a senior advisor to Assistant Secretary of the Air Force for Acquisition (SAF/AQC) and the Air Force Rapid Capabilities Office (RCO) where he supported the classified acquisition portfolio across the Air Force.
Gary leads a team of contract and subcontract professionals, and the team has matured the IS4S purchasing system, resulting in Defense Contract Management Agency (DCMA) approval of the IS4S purchasing system in January 2024. This group ensures excellence in contracting, while supporting the process speed for which IS4S is known.
Mikel Miller, Ph.D.

Dr. Mikel Miller has served IS4S since 2017. He is an internationally recognized technical executive with over 40 years of experience in executing, researching, developing, testing, integrating, and implementing state-of-the-art position, navigation, and timing (PNT) hardware and software systems. He has led and worked closely with diverse groups of government, industry, international (including NATO and Pacific allies), and academic organizations. He is an expert in leading and managing complex interdisciplinary programs with highly skilled and talented people across multiple organizations.
Mike earned his B.S. in electrical and electronic engineering (EEE) from North Dakota State University followed by his M.S. and Ph.D. degrees from the Air Force Institute of Technology. He has published over 65 technical papers and documents, presented over 20 conference keynote speeches, served as an invited lecturer for over 25 short courses, and chaired five international symposiums on PNT capabilities that are enabled by advances in systems and sensors. All these significant contributions to PNT have been recognized by both national and international organizations leading to his selection as fellow of the Institute of Navigation (ION) and fellow of the Royal Institute of Navigation (RIN). He was also awarded the ION’s 2013 Weems Award and the 2021 prestigious National Defense Industrial Association (NDIA) Richard H. Johnson Technical Achievement Award (Johnson Trophy) recognizing his outstanding personal technical achievements resulting in significant contribution to precision strike systems.
Prior to joining IS4S, Mike served 34 years in the United States Air Force (USAF), 20 years as an active-duty officer and 14 years as a civil servant, where he set the foundation for significant improvements in PNT resilience and robustness. Mike’s service as the USAF’s chief scientist for the AF Research Laboratory’s Munitions Directorate and the senior scientist for all USAF PNT provided him extensive experience working within large, complex, and bureaucratic organizations to lead, develop, and transition complex technologies. This has given him a profound appreciation for agile team execution and instilled his intense commitment and passion for IS4S’s employee-ownership and control ideology.
Dennis Miller
Vice President

Dennis M. Miller brings over 45 years of experience with the Department of Defense, including 25 years in the U.S. Air Force and 13 years as a government civilian. Throughout his career, he has held diverse roles in operational, acquisition, and sustainment areas.
During his active-duty service, Dennis focused on the research, development, integration, testing, and operation of various space and missile systems, as well as satellite command and control systems. He began his civilian career at the Missile Defense Agency, where he served as the Space Tracking and Surveillance System Program element manager and director of the Space Development Center.
Dennis later transitioned to the Air Force as a member of the Senior Executive Service, where he held several leadership positions, including director of engineering and technical management at Hill AFB and Hanscom AFB, culminating as the executive director of the Air Force Operational Test and Evaluation Center. Most recently, he worked with the Aerospace Corporation as the site lead for the Nuclear Operations Directorate. Currently, he supports various programs for IS4S.
James Moore

James Moore joined IS4S after serving 32 years as a civil servant at Eglin Air Force Base (AFB) in Florida. At Eglin AFB James served in numerous system engineering and program management positions as well as leading two different divisions in a senior material leader (SML) role. In his SML roles, James led large and diverse groups of scientists, engineers, and technicians in the conduct of basic research, exploratory and advanced development of advanced guidance systems, as well as the development, integration, demonstration, and transition of affordable weapon vehicle systems technologies.
During his last seven years at Eglin AFB, James served as the chief engineer of a high priority Department of Defense quick reaction capability (QRC) program where he steered several QRC technology upgrade spiral efforts from technology development to engineering management development that resulted in the production and deployment of the systems. He worked closely with the sponsoring combat command authority (COCOM) to ensure the developed system’s capabilities met the warfighter needs.
James received his Bachelor of Science in electrical engineering from the University of South Alabama, and his Master of Science in electrical engineering from the University of Alabama in Huntsville.
Dane Crawford
Vice President

Dane Crawford serves as the vice president of defense emerging technologies at IS4S. His impressive career as a senior military leader, F-15C weapons school instructor, tactical air control party operator, operational and strategic planner, and defense industry executive began as a 1995 graduate from U.S. Air Force Academy serving 29 years on active duty.
Highlights of his military service include commanding the 19th Air Support Operations Squadron and the 18th Air Support Operations Group and serving as the vice commander for the 93rd Air Ground Operations Wing. His combat experience includes five deployments: three in the F-15C over the skies of Iraq, a tour in the Combined Air Operations Center, Al Udeid, Qatar, and on the ground in Baghdad, Iraq. He is a graduate of the F-15C Weapons Instructor Course and an advanced studies graduate from both the Marine Corps’ University School of Advanced Warfighting and the School of Advanced Military Studies Advanced Strategic Leadership Studies Program and holds three master's degrees. His military career culminated as the Air Combat Command deputy director for plans, programs, and requirements for the Combat Air Force’s $60B portfolio.
Rocky Harvey
Associate Vice President

Rocky Harvey is a retired USAF veteran with over 20 years of service as a command pilot and over 3,000 flight hours in the C-17A and several other types of aircraft. He has served in various leadership positions including deployed combat operations, culminating as the commander of the 6th Special Operations Squadron located at Duke Field, Florida.
Prior to joining IS4S, Rocky gained experience identifying operational requirements needs in the AFSOC A5/8/9 where he learned the importance of pairing operators with acquisition experts to accurately identify and define warfighter requirements. He joined IS4S in 2021 and has held leadership roles on R-EGI and R-SDR. He is currently the cMSDR program manager.
Rocky received his Bachelor of Science degree in electrical engineering from Florida State University and his Master of Science degree in systems engineering from the Air Force Institute of Technology.
