Our office in Aberdeen, Maryland was established when our Aberdeen site lead retired from over 20 years in the Army. After serving as an infantryman with two combat tours and working in communications systems and PNT, his goal was to build the solutions he knew could provide exponential combat capability in the field and, most importantly, save American warfighter lives.  

Our team has a clear and unwavering focus on building and delivering the capabilities our soldiers need, with emphases on improved communications systems, navigation, electromagnetic warfare, artificial intelligence, and disruptive technologies.

Chris Bieber

Vice President

  • Chris Bieber is a defense technology innovator with expertise in tactical communications, electromagnetic warfare, and PNT. Chris founded the IS4S Aberdeen site in 2020 after retiring from 20+ years in the US Army. 

    As a soldier, Chris served as an enlisted infantryman (11B), infantry officer, signal officer and acquisition officer. Chris completed year-long deployments in a combat infantry role to both Iraq and Afghanistan. Upon leaving the Infantry, Chris was cross trained as a signal officer in tactical communications and led a company of small SATCOM and network teams tasked with mission support at various locations in the Pacific. As an acquisition officer, Chris managed modernization for a large portion of the Army’s tactical network, served as a chief network integrator for experimentation in Fort Bliss, TX, and led technical (modeling and simulation) assessments in the Army’s DEVCOM PNT lab to inform Army decisions.  

    At IS4S, Chris continues to build expertise in the areas of resilient SATCOM, artificial intelligence/machine learning, small form factor electromagnetic warfare techniques, software development, and positioning, navigation and timing (PNT). Chris is often called upon by trusted government partners as an expert who can inform decision makers on the tactical employment of complex networks and systems.  

    Chris oversees the IS4S Aberdeen site operations.

Bill Pettus

Associate Vice President

  • Bill Pettus served as an engineer for the Department of Defense for over 33 years. Working initially for the Navy, Bill supported the integration of GPS onto Navy ships and the successful effort to develop and field new inertial navigation systems. Bill was the chief engineer for NAVSSI which modernized the integration and distribution of positioning, navigation and timing (PNT) data on Navy ships. Later in his career, Bill served as the chief engineer for both the Army Assured PNT (APNT) program and the Joint SATCOM Engineering Center.  

    At IS4S, Bill serves as the technical director for the Aberdeen office. Projects include supporting the Air Force Research Laboratory (AFRL) on the development of a new PNT signal for use from space, developing the force electronic attack radio (FEAR) to electronically attack enemy unmanned aerial systems, and the RAIDER effort to leverage artificial intelligence and machine learning (AI/ML) to quickly recognize and react to threat signals.
